Is It Possible to Make NYC Secure?

In Securing the City, Chris Dickey makes a persuasive case for yes. While not everyone will be comfortable with all the measures the NYC Police have taken under Commissioner Ray Kelly to prevent a repeat of 9/11, the record of his counterterrorism unit to date is resoundingly positive. Federal security agencies such as the FBI and the CIA usually take months to vet multilingual applicants. By contrast, NYC incorporates them into their conterterrorism unit efficiently and quickly thus utilizing their language skills to penetrate local ethnic groups with a record of enmity to US urban life. Additionally, NYC police officers have desks inside many foreign urban police departments enabling them to be on the scene to make observations when things happen as well as to share critical intelligence on subversive groups with known international linkages. A third positive observation Dickey makes is that while loners bent on terror such Timothy McVeigh will always be difficult to learn of in advance, a surprinsingly large percentage of conspiracy-minded groups are "gangs that can't shoot straight" when it comes to organizational ability. In sum, this is a refreshingly positive read in a terror-concerned world.
