Louv begins with the African proverb, ``It takes a village to raise a child,'' and proposes that everyone (those without as well as those with children) ought to take responsibility for their welfare. Divided by chapters dealing with such topics as families, neighborhoods, schools, places of worship, and more, the book lists ideas to foster community and children's well-being (from President Clinton's National Service Corps to neighborhood newsletters). Louv ( Childhood's Future , LJ 11/15/90) recommends that citizens not wait for national leaders to act and cautions against those who define the family too narrowly. Exhibiting a solid, can-do approach similar to Margaret Brodkin's Every Kid Counts ( LJ 8/93), this excellent resource is recommended for most public libraries.-- Linda Beck, Indian Valley P.L., Telford, Pa.
