Dr. Simon Williams, president of the Center for Rural Development, Inc., has been involved in development research for over twenty years with experience in Israel, Nigeria, Scandinavia, and Latin America. His most recent publications include <underline underline->Credit Systems for Small-Scale Farmers: Case Histories from Mexico (1973, with James Miller).

Ruth Karen is senior vice-president of Business International Corporation and author of <underline underline->The Farmer and the Money Economy: <underline underline->The Role of the Private Sector in Agricultural Development of LDCs (1982, with Orville L.
