The focus is on two broad issues: whether there is a case for crop insurance in developing countries and whether the gains in terms of the extra value added on account of a crop insurance scheme justify the costs involved. The author's findings, based on an economic analysis of the impact of India's Comprehensive Crop Insurance Scheme (CCIS), contradict the widely held view that crop insurance does not work, and offer a hypothesis for policymakers wishing to accelerate development and reduce poverty in India and other countries with large populations largely dependent on risky agricultures.
