Overview

This report aims to describe briefly for Bolivia, Colombia, Ecuador, Peru, and Venezuela -the Andean Group- their present status regarding policy reform in agricultural trade; to identify trade policy options and strategies for each country; to examine the extent to which the Andean Pact can make a contribution to these trade objectives; to look briefly at the developments in multilateral trade policies that will influence these countries choices; and to tentatively suggest the preferred option that will continue agricultural sector reform and its contribution to the economic health of this region. A coherent trade policy balancing unilateral, regional, and multilateral elements and accompanied by an overall set of objectives defines the agricultural trade strategy. This report elucidates the set of choices available. The five sections after the introduction deal with the individual countries, and include an overview of their trade regimes, their current agricultural trade situation, and the options and strategies which each country could pursue. Section 7 discusses the Andean Pact and the elements of the agricultural program that can play a significant part in the strategy. This section also takes a quick look at the broader regional and multilateral environment in which their agricultural trade policies need to be placed. A final section gives some tentative conclusions.
