Overview

Drawing on the case-studies from the industrialization of East and Southeast Asian nations, this book critically examines the structural adjustment policies used in Africa in the last decade. The volume begins to construct an alternative model of economic reform for Africa based on transforming not retracting the state institutions and policies needed to promote industrialization. The Asian country studies include Singapore, Malaysia, Taiwan, South Korea, Hong Kong, and Meiji Japan. Policy alternatives to adjustment are proposed in areas such as infrastructure, social overhead capital, agriculture, trade, foreign investment, credit and finance and the organization of industry.

During the 1970s and 1980s international policy circles adhered to a neo-classical analysis of the elephantine economic growth in eastern and southeastern Asia, and the World Bank used that analysis to impose structural adjustment programs on African countries in order to duplicate the phenomenon. By now it is pretty clear that the neo-classical model does not actually describe the Asian reality very well, and that the programs in Africa are not working for all the tinkering and harsh enforcement. Scholars with experience of both regions begin constructing a new approach to forcing rapid industrialization in Africa by transforming rather than retracting state institutions and policies.
