Am Ende werden die erfolgreichen Ansätze heraus gearbeitet und auch beschrieben, welche davon in Europa weiter entwickelt werden. Um Missverständnissen vorzubeugen, sei hier gleich gesagt, dass im folgenden Text der Begriff des Bürgers - wie der des Menschen - immer auch in der weiblichen Form gedacht und gemeint, nicht aber geschrieben wurde.
