According to Sulkin (political science and speech communication, U. of Illinois at Urbana-Champaign), upon winning campaigns for office, US legislators frequently take up and act on their electoral challengers' priority issues from the last campaign, a phenomenon he calls "issue uptake." He investigates the dynamics of issue uptake, putting forward a theory for why it occurs. He explains variation in uptake levels in terms of electoral vulnerability and in terms of institutional differences between the Senate and the House of Representatives, and also discusses variation in uptake over time.
