After suffering the loss of his companion at a beach resort in Cancun, Master Sergeant Hector Ramirez joins Sergeant - First Class Leo Rivaldo and Sergeant- Major Tom Reed on a mission to bring down La Familia and the cartels of Juarez and Tijuana. The Wild One of La Familia was responsible for the attack in Cancun to eliminate a lower echelon drug trafficker which resulted in the unintended killing of Hector's love interest. In doing so he has gained himself enemies like he has never known, intentional or not.
Sergeants Ramirez and Rivaldo embark on a covert mission to use their native language and understanding of the ways of their homeland to take over drug trafficking across the U.S. Border and use the profits against those who so impudently violate our border.
U.S. President, David Hume, a former Ranger and associate of Sergeant Ramirez learns of the latest in a series of cartel bombings that have cost the lives of American tourists. He is less than pleased with customary government channels in bringing an end to American deaths as rival Mexican drug cartels fight over trafficking illicit drugs. He decides to call upon Ramirez and an fellow Ranger to infiltrate a local Matamoros cartel with a plan to use confiscated cash to bring down La Familia, Mexico's largest drug cartel. Manuel Marzano, kingpin of the violent La Familia cartel has unknowingly gained himself a team of adversaries like he has never seen. The fight to overtake his reign of terror on Mexico's border towns and popular tourist destinations has begun.
A cruise ship fire in Ensenada results in loss of American lives. President Hume discovers that the tragedy was caused by The U.S. State Department's policy to force cruise lines to use local Mexican port contractors for services including refueling and fire protection. The tragedy becomes a major news story as the L.A. media hear of the fire and U.S. State Department attempts to cover up the ongoing disaster in order to save the Mexican tourist based economy. President Hume asks the Special Operations Command to step up their mission and move in on La Familia. Ramirez proposes improved logistics in getting La Familia's product across the border. The greedy Marzano accepts the proposal and unwittingly introduces U.S. undercover Special Forces soldiers into his cartel operation.
Marzano makes an attempt on the life of a reform candidate for a northern border region of Mexico. President Hume saves the life of the man who he intends to install at the head of the Mexican government as part of his long term solution to drug violence.
Hector is introduced to Marzano's wife, the beautiful Carmella Marzano and a local indigenous woman who he falls in love with. Hector suspects that Marzano's wife is being held against her will and realizes that she is the resource he is looking for to carry out a plan of taking over La Familia. Ramirez assassinates Marzano and places his wife at the head of the cartel. He turns his attention to violence in Juarez and Tijuana.
Hector marries and retires from the Army and returns to his native village in the rain forests near Tampico, Mexico, President Hume is left with the realization that he must convince his government and the American people that the answer to stopping drug war violence lies in bringing an end to the demand for drugs on his side of the border.
