satellites, and human space flight, and has taken a
leading role in regional space cooperation.
This monograph examines how the United States
should respond to China’s rise as a major space power
based on China’s space activities during the period
of the Tenth 5-Year Plan (2001-05). It finds that the
Chinese space program made impressive gains during
the Tenth 5-year Plan, but when compared with the
other major space powers, China’s space technology
still lags behind.

Meet the Author

KEVIN POLLPETER is China Program Manager at
Defense Group Inc.’s Center for Intelligence Research
and Analysis. Previously, he was a researcher at the
RAND Corporation. Mr. Pollpeter is widely published
on China national security issues and focuses on the
Chinese space program. He has travelled widely in
Asia, including China, where he lived for 2 years. Mr.
Pollpeter has advanced Chinese language skills and
holds a master’s degree in International Policy Studies
from the Monterey Institute of International Studies.
