The 2006 edition of Canada Among Nations examines two central themes: first, how two different forms of minority - parliamentary and cultural - are shaping Canada's international approach and, second, the emerging foreign policy priorities of the minority Conservative government. The book begins with an examination of the ways in which the Harper government has forged its own international policy profile based on its ideology, policy priorities and minority status in Parliament. Contributors then analyse the government's early major decisions in areas of diplomacy, defence, international aid, provincial representation abroad, energy, and environment. These examinations are enhanced by discussion of how distinctive political and cultural minority groups are shaping Canada's foreign relations from within.
