Overview

The death knell of global communist expansion sounded in 1991 with the collapse of the Soviet Union. The West rejoiced with a sense of vindication; democracy had one the Cold War. In China, the last great bastion of Communism, a sense of panic and impending doom swelled as the Chinese braced for the anticipated onslaught of pro-democratic forces. The party leadership turned inward, as it had in the past when faced with adversity. It reimposed strict controls over all intellectual activities and over the increasingly Western style, market-oriented economy. In the midst of the chaos, however, one man--the aging revolutionary Deng Xioaping--saw not disaster but opportunity. CHINA AND THE LEGACY OF DENG XIOAPING details this era of bitter and combative debates between Deng and a fearful party leadership intent of self- preservation. It describes how, in the face of defeat. Deng offered the People's Liberation Army (PLA) a greater say in policy making and a larger share of the economic pie in exchange for its support of his economic proposals. It also documents his "grand compromise" that linked the major elements of society-the PLA, the Party and the regional governors--into a mutually dependent coalition whose survival depends upon the success of economic reform and modernization. The significance of Deng's policies cannot be overemphasized. He transformed China's centralized Marxist economy into a capitalist-style, market driven system. In the process he unleashed forces that have the potential to remake Chinese society. In a historical context, Deng has effected an evolution of the Communist Party whose outcome has yet to be determined. Understanding this sense of commitment to China's log-term goals has significant implications for predicting the outcome of the current struggle between the hard-liners and reformers. By providing a new interpretation of Chinese behavior, CHINA AND THE LEGACY OF DENG XIAOPING adds to the current debate among policy makers and academicians over the future direction of Chinese policy.

Editorial Reviews

Booknews
Identifying former Chinese Communist leader Deng Xiaoping's policies as the central motor in the evolution of Chinese politics, Marti (Chinese military affairs, National Defense U., US) traces Deng's political career from his 1978 return to power after being purged by Mao to his early 1990s manipulations of the different party factions in the "Grand Compromise." The focus is on how Deng managed to gain support from the various groups by supporting institutional needs of the People's Liberation Army under conditions of their support for his policies. Detailed look at Deng's political manipulations

Everyone knows that Deng Xiaoping dramatically altered China's political and economic landscape. Few, however, realize to what great lengths he stretched himself to do so. Dr. Michael Marti gives a detailed inside look at the factional wrangling that dominated Chinese political affairs in the early 1990s, which set China upon its current developmental path. Well-written, well-documented research, easy-to-read despite the density of information provided, I would recommend this book to anyone with an interest in Chinese politics.
