Good intro/historical perspective on public administration concepts

Classics is being used as a text book for the introductory course in the MPA program at SF State. It includes a good selection of articles from 1887 (Wilson), through the 20th century and into the 21st. The articles touch on a wide variety of public administration topics and can provide a good starting point for discussion (my class has had some lively discussions about essays on the same topic - such as ethics or organizational theory - which present wildly different perspectives) and/or further study. I have found it interesting to read even more than the articles assigned for my class - just flipping through the book, I found material that was helpful for a couple of research papers. On the negative side: this is not an inexpensive book (in current edition/not used copy) even if you can find a discounted price, and many articles (e.g. the Wilson article) can be found on-line at no cost. So if you already know which articles you are looking for and can find them on-line, this might not be the book for you. Also, the book would be more helpful as a research tool if it included an index. The version of the table of contents that is grouped by topic is useful, but an index would be even more helpful.
