This is a well-written handbook that will help environmental activists successfully run a grassroots campaign to stop offshore oil drilling. Everything is here, from a discussion of legal processes to sample letters to the editor and guidelines for dealing with local politics. ``Think of the bureaucratic process as a giant Monopoly game,'' says Holing, and many of his useful tips could be applied to other local and regional grassroots campaigns. Oil and Water: The Struggle for Georges Bank ( LJ 5/1/85) will provide general readers with more information on the impact of offshore oil drilling, but if they want to do something about the problem (and they should), this is the book to purchase.
