Tummala (political science, Kansas State U.) provides 14 case studies of administrative government, each of which provides discussion of: the structural characteristics of the bureaucracy; the concept of "merit" and attempts to politicize or depoliticize bureaucracy; efforts at rationalization and motivation; the bureaucratic role in the development process, policy making, and politics in general; control mechanisms ("checks and balances"); and culturally and politically specific features of the administrative apparatus in question.
