Purpose: The purpose is to promote employer purchasing groups; describe and critique various quality measurement systems that purchasing groups can expect health plans to use; explain the potential risks to purchasing groups when working with health plans, providers, and employers; and, finally, to guide purchasing groups through a marketing strategy that meets the needs of large and small employers.
Audience: It is written for those who are considering how to gather, report, and present quality performance measurements to consumers. This book could be helpful for an existing purchasing group that is considering how it will provide value to employers and consumers.
Features: The description of various quality measurements and tools that purchasing groups can provide to employers is useful. The glossary on managed care is helpful, but too general for the more experienced managed care reader. The book fails to clearly identify the difficulties and costs health plans experience with many of the quality studies.

Purchasing groups should find this book a useful guide that provides evaluations of various quality measurements and describes the difficulties associated with reporting results for multiple health plans.
