Meet the Author

A Massachusetts native, Stephanie A. Jirard is an Assistant Professor of Criminal Justice at Shippensburg University in Pennsylvania. She received her B.A. in history from Cornell University and her J.D. from Boston College Law School. She is a former Lieutenant in the United States Navy’s Judge Advocate General (JAG) Corps where she defended sailors and Marines at courts-martial and administrative discharge boards in Louisiana. At the Navy’s personnel headquarters in Washington, D.C., Jirard advised senior command officers in the areas of sexual harassment, provided training on processing child sexual abuse and other family abuse cases, and was responsible for the timely processing of all Privacy Act and Freedom of Information Act requests forwarded to the Headquarters command. Jirard was a Trial Attorney at the United States Department of Justice in the Civil Division, Torts Branch defending the United States in environmental tort and human radiation experiment lawsuits across the country. She also served as an Assistant United States Attorney and an Assistant Federal Public Defender both in the District of Massachusetts. Her last public service was as an Assistant State Public Defender in the capital litigation unit in Columbia, Missouri, representing indigent men in death-penalty cases.
