A badly rusted swing bridge connects the gleaming skyscrapers of Boston's financial district to Northern Avenue, a windswept road that commands a panoramic view of Boston Harbor and runs from the northeastern up of South Boston down to the shipyards and fish-processing plants of the Boston Marine Industrial Park. City planners proposed that Northern Avenue be the heart of a grand Seaport Development district in the late 1990s, complete with a contemporary art museum, luxury hotels, and a giant, high-tech convention center. The idea was to capitalize on the biggest and most expensive public works project in U.S. history, the $1.7 billion-per-mile "Big Dig," an ambitious plan to build a ten-lane underground expressway replacing the old Central Artery, an unsightly green steel elevated highway that for years had literally and symbolically cut off the waterfront from the rest of the city.
In the early 1980s, though, the South Boston waterfront was still an isolated, foreboding place. Motorists who ducked under the grimy artery and clattered across the Northern Avenue Bridge saw only water, old brick warehouses, and a desolate stretch of weed-infested parking lots until they reached the State Fish Pier and a cluster of bars and tourist-trap seafood restaurants with names like Anthony's Pier 4, Jimmy's Harborside, and the No Name.
Lee DuPre and Bob McCain were two hours into an evening shift on May 11, 1982, when their Boston Police cruiserreached the steel bridge at about six P.M. — just in time to see a motorist frantically honking his horn and waving.
"There's been a shooting over by the Pier restaurant," the man shouted. "I heard a hell of a lot of shots — you better get over there."
It took just forty-five seconds for the cruiser to reach restaurant row, where the two officers spotted a blue Datsun F10 about a dozen feet from the curb in front of the Port Café. A big, slightly balding man in his early forties was lying facedown about ten feet from the open passenger door.
Blood was already forming pools around the body. The two cops saw bullet holes everywhere: Blood was seeping through the victim's blue shirt from holes in both arms, his left shoulder, and right wrist. There was also a gaping hole in the right thigh of his gray pants, and his white sneakers were soaked in red. The attack had obviously come at first from behind; every window of the Datsun was blown out except for the windshield, and there were shell casings on the ground behind it. Inside the car a second man, wearing a green MAGOO'S windbreaker, was slumped over the steering wheel. An ambulance siren's wail joined the cacophonyof noise headed toward the scene, but the officers peering in the door could see it was too late for the driver. A high-velocity bullet had blown a huge hole in the back of his head.
McCain and DuPre tried to stanch the large man's wounds until Boston Emergency Medical Services paramedics took over. Other officers and detectives piled out of police cruisers that streamed in from all directions. One was Sergeant Bo Millane, a detective from South Boston.
Millane knew both men. The one on the ground was Brian Halloran, a violent, unpredictable thug with a cocaine habit and ties to the Winter Hill Gang, an opportunistic band of Irish and Italian criminals who survived the infamous gang wars of the 1960s to emerge as the only legitimate rival to the Patriarca family, the New England franchise of the Italian-American Mafia. The wordon the street was that Halloran was "ratting" — working as a law enforcement informer — because he was on the hook for murdering a fringe underworld player in Chinatown. The other man in the car was Michael Donahue, a cop's boy, who Millane figured, poor bastard, had probably just been in the wrong place with the wrong company.
Halloran's ability to name his shooters was fast flowing crimson into the gutters as three paramedics fought a losing battle to stop the blood surging out of a multitude of entrance and exit wounds. Millane later testified in court that he stuck close as the paramedics lifted Halloran onto a gurney and it into the ambulance.
As he rode along on the way to the hospital, Millane asked the dying man: "Brian, who did this to you?"
That was it, Millane said. Halloran lost consciousness and never woke up again. An emergency room doctor at Boston City Hospital pronounced him dead less than an hour after the first shot was fired.
Back on the waterfront, other detectives and some FBI agents were interviewing witnesses. The consensus seemed to be that a green late 1970s-model Chevrolet Chevelle with three men inside had pulled up on the parked Datsun from behind. Two of the men in the Chevy opened fire, raking the smaller car and its occupants from behind and from the side. Halloran stumbled out of the Datsun, followed by one of the gunmen from the Chevelle, who shouted, "I'll show you!" and pumped more bullets into him. The Chevelle then sped off back into South Boston, cut through a viaduct and disappeared.
Another witness, an off-duty sergeant from the Boston suburbs, told the FBI that a half hour before the murder she had seen a new black sedan, maybe a Mercury Marquis, parked on Northern Avenue. A dark-haired, clean-shaven man in his forties, wearing a shirt, tie, and a business suit had been behind the wheel, watching the Port Café through binoculars. A second witness said the man in the business suit pulled his car into the street just as the shooters opened fire, to block anyone from following them.

Thought this book was very good. I'm an old "southie" resident. I think this book is a fairly factual account of what happened here.

Judge Cullen was related to a Condon family(Dennis Condon?) and also oversaw a case involving a youngster of 4-5 years old who was later shuffled around in state child care while his legal guardian maintained contact with the Woburn court throughout the child's life. The child had as a social worker "Debbie Richards" with the same Washington street address as the Debbie Richards mentioned in O'Neill & Lehr's 'Black Mass'.
Was a child sick with leukemia given treatment in exchange for cooperation with the federal government or treatment given in lieu of murder or incarceration of the child's father? Was the father of a sick child with leukemia manipulated by the federal government as well as the child and the child's mother murdered just before Bulger fled and the child subject to persecution on nearly every front following Bulger taking off?
Was the child manipulated while in state child care with agencies such as the New England Home for Little Wanderers by being placed into abusive families with false information as a way to manipulate cooperation of the father?
The child lived in the same polluted neighborhoods as the kids in this book at the same time and was also treated at the same hospitals. These records began disappearing when this book came out as well as a massive flip-flop of individuals in the man's life.

This was the best around until Howie Carr's book came along. Here are some other events the general public does not know about: Since 1995,a man has been monitored continuously since Bulger became a fugitive. This largely took place in the workplace, as the man has been employable only with companies which have federal contracts. In 1997 the man was invited to an interview at ABA personnel in Haverhill,Massachusetts where the interviewer pumped him for information about the Woburn Massachusetts cancer epidemic as well as knowledge of Whitey. About the same time he was interviewed at an office suite in Cummings Park,Woburn in which the interviewer said he represented an"undisclosed company with ties to the space program in Switzerland". The man was invited to White Mountain Pines software in Nashua, New Hampshire and photographed while waiting in the reception area for an interview which never materialized. A short time later, the same man began receiving hateful messages in Yahoo chat across his computer screen only. White Mountain Pines software made "CUCME" software which would have permitted this hateful messaging. The man was called several times into Raytheon, lucrativ e jobs dangled before him, only to be blown off. One such offer involved an interviewer with NSA-logo items all over his office in Burlington,Massachusetts.While working at NEC computers in Boxborough,Mass. the man was befriended by a man who 'coincidentally' lived in the same town 35 miles away. The new befriender,"Mr. Allen"after a short introductory friendship,began indicating he was watching the man work out at the gym, do business at Market Basket supermarket, knew every video the man rented, and constantly followed him wherever he went while denying that he was gay or bisexual. Mr. Allen also had to know every dollar spent and where while out with the man, as if completing expense accounts. Mr. Allen constantly followed the man and requested at every opportunity access to his apartment. When Mr. Allen was called at home, automatic callbacks to the calling phone were made, as if being monitored by a third party.Much of this happened in Lawrence, Massachusetts where the FBI is said to have had an office with a Lowell,Ma. phone number. Also in Lawrence, the man was maneuvered into working at a satellite location with 10 others at a time when allegedly 10 witnesses were being sequestered to be used against Bulger. The man was also dragged to promising interviews with Cerulean in Marlboro, Mass. only to be blown off completely. Eventually the man was steered to Home Depot, where he was surrounded by management and non-management employees alike who frequently lied about their actual names and aggressively undermined the man's work to make him look bad.In addition, individuals emplaced into his life before Whitey went on the lam began interfering with phone communications by calling from phone lines or phones with COMSEC designations, essentially impounding phone records and allowing those agencies to manipulate incoming calls to prevent other employment,etc.The man was also steered, thanks to phone manipulation,into living situations where the landlords could monitor him as well as inspect his personal belongings and habits.One such landlord was a major campaign driver for Obama in New Hampshire who had changed their name in 2008.Was this review helpful? Along with 2 others, a must read! Here is a case that may shed light on what can happen to someone who might have been a child of one of the players in this case unbeknownst to them: 1)In 1995, when Bulger fled, the man was fired from his job which held great promise 2)The man's cars showed evidence of tampering sporadically since Bulger has fled,as if trying to jeopardize his livelihood by rendering him immobile 3)Employment doors closed en masse for the man,as if some powerful forces put the word out not to hire him, or put his name and vitals into some derogatory database for the purpose of foiling efforts to secure employment or better employment 4)The man after 2) and 3), became functionally homeless and unstable,affecting the ability to become a registered voter and whose social security benefits were affected by long term unemployment and underemployment 5) the man was blamed for the fallout in the Bulger case and antagonized by forces which alternately self-described as Republican or Democrat( as if to make man hate one group or other) 6)The man appeared to be shuffled to employers with government contracts in which the man was continually monitored and manipulated during increasing or decreasing media attention on this case(pretense photos showing the man with coworkers and smiling were staged to offset the real harassment going on) such monitoring continued beyond the workplace and apparently engendered befriending for the purpose of gaining trust and therefore information useful to harm him later (after each such contact, the befriender repeatedly making 'bathroom runs and such' as if to reload tapes or make calls conveying potential useful damaging information) 7)Standard law enforcement remedies appeared ineffective in deterring the manipulation 8)Apparently a variety of stratagems were brought to bear to monitor the man's communications,foiling employment searches(to offset this assertion, fake employment inquiries were placed into voicemails and emails to give the illusion of opportunity and to suggest man was refusing opportunities,not being blocked from them) 9)The man was invited on numerous job interviews,led on to be hopeful, then dropped(as if to say 'Ha,Ha, this is a great job-- but you can't have it') 10)The man was introduced to several individuals who after a befriending period announced some connection to the FBI immediately preceding a loss of job for the man or a sudden emotionally charged breakup of a heterosexual relationship(as if to say:'you're being screwed, courtesy of the FBI') 11)Longtime friends suddenly abandoned the man 12) Was all of this an attempt to induce a breakdown or suicidal attempt of the man such as befell the Barrett brothers or State Trooper Johnson? In 1995,Ken Grant, a former Woburn resident, worked for Grace Co.s construction division. Prior to 'A Civil Action' coming out, Grant was fired and future references blackballed.His medical records began disappearing back to birth and he became the target of harassing phone calls and car tampering. After becoming unemployable and financially destroyed and then homeless, he was driven out of Massachusetts. He received anonymous calls that 'powerful forces in Massachusetts' were out to destroy him because he is a child survivor of leukemia from the Woburn epidemic, perhaps the oldest such. He was also blamed for fallout in the Whitey Bulger case and suggested by former law enforcement to request his FBI/DOJ files. The FBI blew him off, saying they were too busy and the DOJ asked which one he was interested in. In 1980-82 another 'Ken Grant' popped up on Locust Ave in Woburn who appeared to be tailing Grant and creating a wave of trouble in his wake, such as going AWOL in the Army.Is there a link between the Woburn tragedy, Ken Grant as a little boy, and the Whitey Bulger case? This book and others make out male FBI agents to all be thebad guys.. but what roles have FBI women played in this case, if any? In the book ' A Beautiful Mind', there is mention of allegations that the FBI is capable of causing breakdowns in peope through long term prolonged harassment and intimidation. The sons of Bucky Barrett succumbed to despair over their father and killed themselves. A Massachusetts state trooper killed himself after financial desturction wrought following a stop of Whitey at the airport. This all raises questions about the capacity of the government and whatever agenc(ies)involved to destroy an individual using the virtually unlimited tools and resources at their disposal. How can any individual in this society be protected by the full force of government coming down on them even if they are doing nothing wrong? And what of the employees working for various agencies who sign on to participating in the destruction? Are employees of such agencies able to act in such a way to curtail such abuses or are they as vulnerable to retaliation as the victims are? This is a study in how informants are made and maintained... Here is an example of how one man, probably linked to this case without his knowledge, was approached.. The man worked for a government contractor and shortly after weird things began happening. He suddenly lost a good civilian job,began getting routine IRS audits, had phone and email problems, and was approached by a number of women who befriended the man, rejected overtures for dates, then reported back the man was gay--falsely. Friends speculated NSA,the CIA or FBI was involved because all of these have a role in this Bulger case. Then the man became unemployable and had evidence of continuous bank record monitoring. When new 'friends' appeared and the man began noting checks on money being used to help them, those bank records suddenly became tampered with and the records unavailable, as if referring to a classified employee.Was this review helpful? In this case we have just cause for revisiting the tactics and methods used by government,even those considered classified. The ability of government agents to assume aliases and perform illegal or unethical acts makes us question whether the tactics used by government are any better than those employed by organized crime in its myriad form. The danger here is to think that organized crime is comprised of good guys. How many people have been targeted for hurt or harassment by government employees or law enforcement using fake identities to cover their acts? In Vietnam, many local police switched riot gear then proceeded to beat demonstrators,safe in the knowledge that their true identities were hidden. And how can the continuity of harassment be monitored or measured? Likewise, how can the government ethically fight organized crime? How corrupt are the nation's prison systems? One thing that seems to dominate in any discussion of the FBI and Justice Departments is that they seem primarily to be established to essentially blackmail people by monopolizing on human faults. One can easily envision the FBI targeting Mother Theresa,Ghandi or Jesus trying to find anything and everything scandalous. It also seems likely that no one climbs into the public arena without a seal of approval from the major government agencies.If the realm of FBI informants could penetrate as high as Justice Thurgood Marshall, then it seems likely that no one whom the FBI does not support will rise to any real public influence. One thing that stands out also is it seems there are 2 main ways the government blackballs its targets: 1) Economic starvation (affecting employment,business,etc), 2) predatory legal prosecution. The American public needs a forum by which to evaluate the ways our government operates and whether it meets the standards our founders wanted.Are many of the methods of government operation classified because the majority of American might find the tactics morally reprehensible?Was this review helpful? This is the score. Despite congressional hearings, congress has been unwilling and/or unable to pierce the veil behind what has happened here. The American people should shudder that their elected congress and senate are unwilling and/or unable to get to the bottom of this. This book was interesting but too broad for the targeted case mentioned. The book however paves the way for a general question of whether the government is capable of self-policing and whether the idea of civilian review boards makes sense across all government and law enforcement boundaries. Because agencies such as the FBi hide behind national security it is hard to see the truth and who is or is not not telling it. As bad as allegations against the FBI are here, it is tough to swallow that they are capable of any more abuses than the CIA,IRS, DoD,NSA and many others are. These agencies rely on the integrity and morals of their employees and where this is lacking so too does the agency. A more disturbing aspect to this is the possibility that informants are groomed for a number of self-satisfying purposes which can include: 1) help the agency maintain budgets in their 'fight on crime', 2) create a false image of greater freedom than Americans actually enjoy by perpetutating the myth of 'rebels' which are simply government puppets, 3) provide plausible deniability in using extralegal means to achieve ends. The NSA,for example, is said to have extralegal status, or outside of the law. Do we want this? The breakdown of trust we see from this case has hardly affected American support for a harsh clampdown on individual freedoms under the canopy of Homeland Security. We see over and over again our government break our trust then continue to further empower it. The only way it seems the government can rationally justify extreme measures as in this case is to show us the danger in not acting so-- what exactly do we face? Should there also be legislation making it felonious to destroy government paperwork in cases such as this? Should the National Archives have jurisdiction in ensuring that paperwork is generated and maintained for future reference should similar legal questions arise?Was this review helpful? Has the government arranged to have individuals destroyed psychologically in this case? Bucky Barrett's sons committed suicide after years of mental anguish. One man i know has seemingly been a target for government harassment ever since this case developed in 1995. Since the inception of the hearings, this person has been befriended by women who proceeded to entice,nurture and then destroy relationships with this man and may have links to government agencies and/or employees using them to destroy psychologically this individual who might very well be closely linked to one of the principles in this case. If i were Dan Burton i would explore the possible use of escort services or brothel runners in what intelligence circles is called 'sexpionage' to destroy anyone who might pose a threat. If it is not the government, it may be organized crime with knowledge of individuals linked to government employees, perhaps unknown to them.Was this review helpful? This book was a real interesting one but what i wonder is how a child of Bulger's might have been treated.. Would such a child or children be monitored all their lives by government officials without their knowledge, perhaps having taps or their communications monitored for long periods without their knowledge under some national security directive or secret court order? Are plants put in the lives of informants to control them subtly without their knowledge or consent? If so do the American people want this? I enjoyed this and learned a lot. Perhaps the only thing more interesting than the case itself might be what the life of a child of Whitey Bulger might have been like. While Flemmi and Bulger were considered gangsters only, if it was known Bulger had children, then those reating the child well might be said to be sympathetic to the Bulger gangster persona. Then when it was revealed Bulger and Flemmi worked for the FBI,those who had treated Bulger's children badly would realize their mistake and the gangster-friendly people might suddenly hate the children. If Burton wants to understand this case fully in his committee he should locate if Bulger had children, offer them protection and interview them. If i were Dan Burton, i might ask the following questions: 1) Does Whitey or Flemmi or any other person involved in this case have a child or children who have become the focus of harassment as a result of this case? Do the politicians in Massachusetts such as Jane Swift,Paul Cellucci, Tom O'Reilly, Marty Meehan and so on know about these children? A person i know who believes they have been harassed in sync with this case might have been the target of prolonged harassment by Cellucci and Swift supporters(Guerrero's followers). 2) Why can the FBI ferret out terrorist networks but not find Whitey? 3) Have Flemmi and Bulger's tax returns been classified? 4) If the FBI learns of tips in Bulger's whereabouts, are they harassing the tipsters because of it? 5) Could Bulger have invested proceeds from criminal activities in legitimate stocks and such and so a full disclosure of these transactions might jeopardize the financial health of certain companies? 6) Has the Flemmi/Bulger operation been classified under a project name and have replacements been groomed or harassed if they do not go along? 7) How much increase in demanded man-hours and technical resources came as a result of activities by Flemmi and Bulger for the FBI? 8) Have family and friends of FBI agents impacted by this case been harassing witnesses and such in this? 9)Could Justice Dept officials been held in abeyance by dirt gathered by FBI agents? 10) Who sets the agenda for FBI or Justice Dept management goals?Was this review helpful? It seems quite believable Connolly,Flemmi and Bulger are being used as patsies. I know someone who attended Northeastern University, where R Robert Popeo is a trustee and Spec Agent Morris attended. Recently it was announced no activity on the case involving John Connelly is to be expected for all of 2002. If one follows linkage in this case, it goes right to the core of the Republican party in Massachusetts; former Gov Cellucci had his new team compiled at the offices of Sullivan and Cogliano, former associates of Rocco Solimeno's business partner. This case also raises the possibility of government use of informants to make other uninvolved parties appear as if they are informants when they are not, protecting real informants and jeopardizing the safety of those who are not informants, only made to be patsies.Was this review helpful? Most of the info in this book is highly consistent with newspaper coverage of the case. A couple of minor notes though: 1) H Paul Rico as well as Morris have been implicated in the measures used against Eddie Moiano/Miani/Moiani, 2) Patrick Nee has been called a rival and an associate of Bulger- which is he?
