In Wien hatte die provisorische Nationalversammlung im „Gesetz über die Staats- und Regierungsform von Deutschösterreich" im November 1918 erklärt, dass Deutschösterreich ein Bestandteil der Deutschen Republik sei. In den von den alliierten Siegermächten 1919 diktierten Friedensverträgen von Versailles und Saint-Germainen-Laye wurde jedoch der Anschluss Österreichs an das Deutsche Reich und selbst die Benutzung der Bezeichnung „Deutschösterreich" untersagt und somit die Forderung nach dem Selbstbestimmungsrecht für die Deutschen ignoriert.
Die Anschlussidee blieb nach dem Verbot allerdings in großen Teilen der Bevölkerung lebendig, wobei ihre Intensität in Österreich, das wirtschaftlich gesehen nach dem verlorenen Krieg kaum überlebensfähig zu sein schien, stark von ökonomischen Konjunkturschwankungen abhing. Vom Deutschen Reich aus „gelenkte und vor allem finanziell unterstützte Organisationen" sollten dafür Sorge tragen, dass der Anschlussgedanke in der österreichischen Bevölkerung präsent blieb.
