This work addresses the challenges of electronic publishing and puts issues of collection development into perspective, providing students and practitioners of library and information science with a broad understanding of the collection development process. The book covers all phases of collection development-from needs assessment, policies, and the selection process (theory and practice) to publishers, serials, protection, legal issues, and censorship and intellectual freedom. Each chapter has been expanded and updated with new material and reading lists. In addition, a chapter that is new to this edition deals with e-serials; and two appendixes contain samples of policies related to electronic concerns. It is an excellent survey of the state of the art of collection development and a comprehensive text.
"Evans and Saponaro's work has been the standard text and authority on collection development for all types of libraries. It still is….So if you are a current student or want to get serious about updating what you learned long ago in library school, then this is certainly the core center of professional reading….Evans and Saponaro is recommended as a central work."

"[A] wonderful resource that every student should keep in their professional library and refer to as issues pop up during their career….[I] recommend it as a tool for library administration and librarians at all levels….Highly recommended as a text and as a reference for practicing librarians."

This book is handy for library students who are interested in collection development issues and methods. One of its strengths is in providing different points of view than librarians and library students are usually exposed to, including how publishers and vendors operate. It has a number of editorial problems, mostly grammatical, but it covers a lot of material without being too dense to read. It's not the most exciting textbook out there, but it gets the job done and is readable. The included cd contains both additional material and detailed sections from the previous edition that were cut from the text of this edition.
Overall, it's a good reference source for anyone working on collection development.
