Die Menschheit ist aufgefordert, Wege und Mittel zu finden, eine weitere Veränderung zu verhindern oder aber sich auf die veränderten Verhältnisse einzustellen und sich mit ihnen zu arrangieren.
Eine Strategie besteht darin, neben der Verringerung des Energieverbrauchs und der damit verbundenen Verringerung des Kohlendioxid-Ausstoßes, zunehmend Kohlenstoff in Senken festzulegen. Durch die veränderte Nutzung der Landschaften, wird ein Senkenpotenzial erschaffen, daß bisher kaum in der Gesamtheit berechnet wurde.
Eine forcierte Änderung der Nutzung setzt die Bereitschaft der Eigentümer voraus, diese Änderungen vorzunehmen. Will die Politik ihr Ziel erreichen, muß sie den Bauern usw. Möglichkeiten zeigen, wie sie ihren Lebensunterhalt im Einklang mit den neuen Zielsetzungen verdienen können. Diese Arbeit zeigt verschiedene Nutzungsmöglichkeiten auf und untersucht sie.
