In this second Dr. Nikola we have a surprising change in the point of view.
Whereas in the first story Dr. Nikola was a 100% evil villain; in this story we get the point of view that he is a dedicated man of science who, once he has targeted an objective for himself will go to extreme lengths to achieve that end. It is no longer a case of black or white anymore.
In the first story, we saw the extremes that he went to in order to obtain "a stick from China."
In the second story, once we find out why he wanted it and the means that he went to in order to achieve the desired end, it don't seem quite so bad when seen in perspective.
I definately recommend reading "A Bid for Fortune" (the first story) before reading this one.
