All Movie Guide
Explosive action, an occasional gun battle, and mildly clever police work highlight this passable police procedural. The final resolution is completely botched by tentative directing, but, until then, the speed of the story -- a red herring involving a terrorist group and the copious fiery explosions -- overcome the stiff acting and inappropriately slow score. Nice scenes of panicked crowds in the arena finale must have challenged the budget, but they come off well. Strictly B-movie fare, it's hardly the breakout role Randall Batinkoff is looking for, nor is it the comeback vehicle Elizabeth Berkley would have liked, but it's not the worst of the genre.
