With unrest rising in the streets and crime quickly escalating, right-wing Russian politician Igor Komarov (Patrick Bergin) exploits the current chaos in a shameless bid to earn votes in the upcoming election. When ex-CIA agent Jason Monk (Patrick Swayze) learns that Komarov's top-secret "Black Manifesto" calls for a return to dictatorship and includes ominous plans for ethnic cleansing, he sets out to find Anatoli Grishin (Ben Cross) -- a sadistic former KGB officer guilty of murdering four of Monk's best agents. Upon learning that Grishin has been appointed head of Komarov's security team, Monk sets out to settle an old score and save the world from a political sociopath bent on destruction.
