Lo único que han obtenido los venezolanos del régimen constitucional unitario es el despotismo y como los gobiernos unitarios no han legislado para el pueblo, ha sido el imperio de una voluntad irresponsable y absoluta. Los gobiernos unitarios han sido superiores al derecho, y como no ha existido derecho, tampoco son posibles el orden, la seguridad ni la justicia. La razón y la historia prepararon a Venezuela para concebir en estos tiempos, la manera de convertirse en la nación gloriosa y eterna para lo que fue fundada y esto lo lograra con la participación, la integración y el compromiso de todos sus hijos a través de la consolidación de la Unión de Estados Federales de Venezuela. Donde los venezolanos de cada entidad política (Ciudades, Pueblos, Municipios, Estados) organizarán sus estructuras de gobierno de acuerdo a sus tradiciones, sus costumbres, su cultura, sus actividades económicas y sus leyes. Una vez logrado esto, todas estas entidades políticas venezolanas, se unirán a través de un Contrato Social, cuya condición esencial es que todos, ciudadanos y entidades políticas, se reserven siempre una mayor parte de su libertad, de su soberanía, de su independencia y de acción, que la que ceden.
