A West Virginia attorney who has written about the death penalty before, Palmer unveils a hefty reference. Among the entries are virtually every capital punishment decision rendered by the Supreme Court from its beginning through 1999, and each Supreme Court Justice who has ever rendered a capital punishment opinion. Entries on jurisdictions that do or do not have capital punishment cite the present relevant laws and the judicial structure, and summarize both its common and its unique features. Though the focus is on the US, he also summarizes the status of capital punishment in almost 200 other countries. Annotation c. Book News, Inc., Portland, OR (booknews.com)
