Over the course of the last two decades, Scribner's has published a series of outstanding multivolume encyclopedias that discuss various aspects of American civilization. Previous sets have examined foreign policy (1978), economic history (1980), political history (1984), the judicial system (1987), religion (1988), social history (1993), the North American colonies (1993), and the legislative system (1994). The objective of this encyclopedia is to assess the American military by describing the American view of war and the nature, development, and attainment of American national military objectives through history The editors are well qualified for such a vast undertaking. Jessup is dean of the American Military University and coauthor of "A Guide to the Study and Use of Military History". The 66 contributors are a distinguished group, including Senator Daniel K. Inoue of Hawaii, three retired brigadier generals, plus a scattering of retired colonels and captains. Academic contributors include Frank Vandiver, former president of Texas A & M University: Harold Langley, curator of naval history at the Smithsonian; and Robin Higham, professor of military history at Kansas State University The 69 articles, averaging 30 pages and including lengthy bibliographies, examine many aspects of the American military experience. They are arranged topically in six parts. The text is preceded by an 80-page chronology, which contrasts general American history with American military history. For example, the period 1837-45 lists the key cabinet officials of the Van Buren and Harrison administrations on far left-hand pages, chronicles general American history in the center, and lists American military highlights on the far right-hand page. While this arrangement makes it easy to follow particular periods, it also wastes a great deal of paper, since some pages include only a few lines of text Part 1, "War in the American Experience," has excellent essays that serve as an introduction to the set. Notable among these is Robin Higham's discussion of "War and the Military in American Society." Jacob Kipp closes this section by reviewing the development of American military history from a suspect field to a topic of serious inquiry. Part 2 includes five chapters that review the formulation of American military policy by looking at the changing relationships between the presidency, Congress, the judiciary, and the military. The longest essay, "Congress and the Military," by Senator Inoue, notes that the military has evolved from the "hollow armed forces" of the 1970s with large numbers of poorly equipped units to the small armed forces of the 1990s with higher standards of training and readiness The third part looks at the evolution of the various components of the American military, with separate chapters on the army, navy, marine corps, coast guard, and air force. Part 4 reviews the performance of the American military from the colonial period to the post-Vietnam era One of the most intriguing sections is part 5, "Military Arts and Sciences." Essays explore 14 topics, ranging from decision making to military law. Ray Cline's discussion of "Intelligence" includes a cameo look at its role in the Persian Gulf crisis. He argues that a combination of high-technology intelligence complemented by battlefield reconnaissance contributed to the relatively casualty-free victory The last part deals with most of the controversial issues of our times, ranging from the military-industrial complex, women in the armed forces, and the military and minorities to sexual orientation and the military. The section concludes with an interesting essay on the changing relationship between the news media and the military up through the Gulf War. Perhaps the best essay in this section is by Jeanne Holm, who traces the role of women in the armed forces from the spies and nurses of the Civil War to the Tailhook scandal of 1991. In her discussion of this year's hot topic, "Sexual Orientation and the American Military," Judith Stiehm charts the frequently changing regulations concerning homosexuality, noting that the army changed its regulations 24 times between 1945 and 1950. Two final chapters discuss the dispersed nature of military archives and the plenitude of military museums The set has only 27 maps and few other illustrations. All in black and white, the maps range in quality from helpful to several with such small print that they are virtually impossible to read without a magnifying glass (e.g., one on the War of 1812 and one on the European Theater in World War II). There is an alphabetical list of essays, a list of contributors, and a very detailed 86-page index Taken as a whole, this encyclopedia makes a major contribution to our understanding of the American military and represents the coming-of-age of American military history as a field of study by historians. It should have broad appeal at all levels, ranging from inquisitive term-paper writers in high school and college classes to serious academics.
