It examines the relative position of European industry in high-technology sectors, and the move towards collaboration on the part of industrialists and governments, and it covers European Community programmes such as Esprit, Race, Brite and Eureka. It concludes with a critique of the case for and against collaboration at a European level, asking how far it is actually promoting greater competitiveness, and how far governments should be actively promoting European, as distinct from multinational, collaboration.
