About the Author

Philip M. Baxter is an expert in international security, geopolitical analysis, and open-source intelligence. He is currently an assistant professor in the Intelligence Analysis program at James Madison University. His research leverages innovative methodologies to assess emerging threats, in particular at the nexus of technology and international security. He received his Ph.D. in International Affairs, Science, and Technology from the Sam Nunn School of International Affairs at the Georgia Institute of Technology. He has over a decade of experience in the international security domain, having worked previously at the James Martin Center for Nonproliferation Studies, National Nuclear Security Administration, Center for Policy Research at the University at Albany- SUNY, and the National Defense University. His research has appeared in International Areas Studies Review, Journal of Cybersecurity, Review of Policy Research, Science and Diplomacy, Federation of American Scientists’ Public Interest Reports, Arms Control Wonk, and Real Clear Defense
