Meet the Author

Jim Crawford is currently the Planning Chief and Fire Marshal for Vancouver, Washington where his responsibilities include code enforcement, plan review, fire investigation and public education activities. Mr. Crawford served as the Fire Marshal in Portland, Oregon before moving to Vancouver. With more than 33 years experience in the fire service, with the last 18 in senior level management, Mr. Crawford has been an active participant at the national level with the U.S. Fire Administration, The International Fire Marshal's Association (past President), the International Association of Fire Chief's and the National Association of Fire Marshals. Mr. Crawford is the current chair for the technical committee on professional qualifications of Fire Marshals. Mr. Crawford is the author of Fire Prevention: A Comprehensive Approach published by Brady/Prentice Hall, and is a regular columnist with Fire Rescue Magazine. Mr. Crawford has served as adjunct faculty at the National Fire Academy. Mr. Crawford holds an A.S. in Fire Science from Clackamas Community College (OR), and a B.S. in Management and Communications form Concordia University. Mr. Crawford holds numerous training certificates and is a Certified Fire Inspector II from the International Code Council.

As my friend Sharif Abdullah said in one of his many books, the writing of this book is at once an act of arrogance and humility. Arrogant because I presume that I have something important to say that people will actually want to read. Yet humble because I recognize that it represents the level of education I've attained on this topic due to the hard work of my own teachers and many others in the field. It is offered in the spirit of assistance, and it should be viewed as a work in progress. Hopefully, readers will recognize it is a gleaning of many quality efforts throughout North America. I'm certain that future revisions will have the benefit of a broader point of view by the many that will (hopefully) use this test for their own purposes.

It is intended to represent the current thinking in the field of prevention, specifically, that the field is changing to include an all-injury approach, rather than focusing solely on fire. With most fire departments responding to more emergency medical calls than fires, the issue has gradually arisen for prevention efforts. The book also represents a comprehensive view of the topic that goes beyond code enforcement and plan review. More modern fire and fife safety prevention programs utilize all the tools available through public education, and contribute to their planning efforts by incorporating investigation activities into a coordinated strategy for loss control.
