Dr. Bailey retired early from an active orthopaedic surgical practice in order to devote himself full-time to assisting inner city youth. To this end, he has laid out foundational principles in over 30 articles in medical journals; in over 30 completed books; in one-on-one and group mentoring programs of disadvantaged youth; and in a weekly "Family Talks" newspaper column over a nine-year period (Blackvoicenews.com). These topics pertain to Ancient African history (prior to 2100 BC), African American history (emphasizing slavery), and life skills (e.g. how to think rationally).
In the medical field, Dr. Bailey has written the classical orthopaedic textbook about "Little People" entitled Disproportionate Short Stature, Diagnosis and Management (which changed the world's literature on the subject). Another of his five published books, The Concise Dictionary of Medical-Legal Terms is the first of its kind. He is an inventor of several orthopaedic devices and is on the clinical faculty at the University of California, Riverside School of Medicine.
He received a B. S. from Morehouse College and a M.D. from Meharry Medical School. He donated the culminating gift to name the American Communities Program and the Joseph A. Bailey II MD, Endowed Chair. This chair has a special component which focuses on the African American experience. In addition, he donated a building for use as an African American Museum. These donations and all of his achievements are an elaboration of his motto: "Create, Enhance, and Maintain Harmony."
