Farmer, senior counsel to the 9/11 Commission, updates the commission's report in this thorough and bipartisan analysis. Drawing on newly declassified records and recent investigative reports from the departments of defense and transportation, the author concludes that the failure to detect and prevent the attack “lay in the [bureaucratic] nature of modern government.” Most significantly, “rules proscribing information-sharing” within and among agencies meant that no one had complete access to all available intelligence or information—typical “bureaucratic inertia” that presaged the government's bungled response to Hurricane Katrina. Farmer faults the disconnect between decision-makers and operational employees, concluding that “leadership was irrelevant on 9/11” and the official version of events “was almost entirely, and inexplicably, untrue.” Farmer's conclusion that bureaucratic government “does not adapt fast enough to changing missions to be effective” is not original, but in his careful exegesis of the events of 9/11, he transcends easy generalizations to expose the fault lines in contemporary governance and point the way to fundamental reform. Meet the Author

John Farmer served as senior counsel to the 9/11 Commission, where his areas of responsibility included assessing the national reaction to the terrorist attacks and evaluating the current state of national preparedness for terrorist attacks and natural disasters. He has also served as attorney general of New Jersey (1999-2002), as chief counsel to Governor Whitman, and as a federal prosecutor, and he has advised the special envoy for Middle East regional security. He is presently a partner of a New Jersey law firm and an adjunct professor of national security law at Rutgers University Law School. His editorials and articles have appeared in The New York Times and elsewhere.

    highly recommend

    a must read for anyone wanting to understand the real story of the US governnment in addressing 911 and disfunctional role of government that relates to a range of other current issues beyond 911.

    ground truth john farmer

    why this book has not stimulated the reopening of the 911 Commission is beyond comprehension . THIS BOOK IDENTIFIES SO MANY MISLEADING STATEMENTS MADE BY THE MILITARY ,IN THEIR FAILURE TO RESPOND TO THE ATTACKS ON 911 , FARMER GOES SO FAR AS TO CALL GENERAL MARR A LIAR . FARMER WAS NOT ONLY THE LEGAL COUNSEL FOR TEAM 8((WHAT HAPPENED IN THE SKIES ON 911)) BUT A GREAT FRIEND OF TOM KEAN ,CHAIRMAN OF 911 COMMISSION .HE WAS HIRED BY KEAN ,SO HIS MOTIVES FOR WRITING THIS BOOK IS / WAS TO EXPOSE THE LIES THAT EBERHART AND MARR GAVE TO THE PRESS AND WHAT THEY TOLD THE STAFF OF 911 COMMISSION . HE ALSO STATED WHAT WAS IN THE 911 REPORT (BY ZELIKOW) WAS NOT WHAT THE STAFF HEARD OR WROTE .. WHERE IS THE JUSTICE. FARMER WAS ALSO THE ATTY GENERAL UNDER GOV, CHRISTINE WHITMAN ,THE EPA CHAIRMAN UNDER BUSH WHO TOLD EVERYONE THAT THE AIR AT GROUND ZERO WAS SAFE TO BREATHE.
