Fuller stared at Wong, hid his confusion amongst his knowledge of the Rules and his role in enforcing them. "The genetic database is on Earth, and inaccessible to Inhabitants," he stated flatly. "We have accessed the database, Mr. Fuller, for the past year. That boy you hold there has the genes of a great leader. A genetic pattern such as his has never been recorded in an Inhabitant before."
