In this reader containing 12 essays on health care policy, contributors examine questions of equity as well as ethics. Topics include the unequal incidence and treatment of HIV/AIDS, the social ramifications of policy designed to deal with both bioterrorism and naturally occurring infectious diseases, and the choices academic medical centers must make in their collaborations with industry. Essays also include more specific issues, such as racism in research and clinical practice, unethical conduct in underpowered clinical trials, and undesirable outcomes of parental notification policies in cases of sexual health. Of particular interest are studies of how the marginalized and the elite are viewed as providers of organs and embryos, how and when the aged are allowed to survive, and who will be the beneficiaries or the victims of cross-species grafts and retroviruses.
