Description: This is a detailed review of the potential impact of HIPPA legislation on various entities of healthcare. It gives a thorough review of the opportunities and challenges of the legislation from the perspective of each entity, including payors, providers, and patients.
Purpose: The purpose is three-fold: 1) outline the pro's and con's of this major legislation; 2) enhance the understanding of HIPPA regulations by healthcare professionals; and 3) explain the administrative simplification intended by the legislation. The book serves to help expand our understanding of this new legislation. The detailed evaluation from different perspectives underscores the magnitude of this change. The book meets the author's objectives.
Audience: The book primarily addresses the issues of the hospital administrator, CIO, and chief privacy or compliance officer. For this purpose, it is complete and comprehensive. From the perspective of the practitioner, it is somewhat technical and assumes a level of understanding and experience with automation that many providers do not have. As healthcare is provided as much by small practices and/or rural hospitals as by larger facilities, this could prove significant in determining what audience might find this book helpful.
Features: The book addresses the far-reaching extent of the HIPPA legislation, the systems impacted, the intent of the standards and perspectives from various healthcare entities. The author provides a detailed description of the integration required within the field to comply with and meet all the standards and a convincing argument on why this is important to the patient and for the efficiency and effectiveness of health information management. All areas are covered adequately. Examples of business agreements are excellent. Bullets and key points add to the ease of reading and create a to-do list for the user. The definition of terms section is extremely helpful, given many terms are new to the field. I found the index less helpful when looking up issues of implementation, more helpful when considering technical terms or topics.
Assessment: The book is comprehensive and detailed in its review of the regulations and their impact. It stopped short of providing detailed practical application of the standards, although that was not its stated purpose. I had a sense from the assessment tool provided in the appendix that it was written for a fairly sophisticated system and/or that I would need a consultant to comply, a limitation from my perspective.
