Overview

How do you catch a serial killer who hasn't killed anyone-yet?

It's an election year in the Australian State of Victoria, and law-and-order is the hot political issue. Under pressure from a State Government desperate to stay in power, the Victoria Police establish and elite, high-profile squad: the Serial Offender Unit. Officially, they're tasked with catching society's most heinous criminals. Unofficially, their task is to generate the kind of publicity that will restore the government's flagging electoral fortunes.

Detective Senior Sergeant Allan Fletcher and Constable Angela Koustoulidis are thrust into this pressure-cooker environment when they stumble across evidence that a serial sex offender is on the loose - a predator rapidly evolving from passive stalking to rape and murder. But Allan and Angela are scarred by past tragedies; and the SOU's malevolent commander, Inspector James McAllister, has his own plans for them as he plots his ascent to the higher echelons of Force Command.

Allan and Angela are thrust into a desperate race against time, politics, ambition, and the remorseless evolution of a serial killer. But they are hunting a shadow, a phantom who always seems one step ahead of their investigation. Together, they must prevent a murder before they are consumed by the shadows of the past.
