This report is the culmination of a 2-year project which served as a research & development initiative focused on assessing, developing, testing, & disseminating information on intensive community-based aftercare prototypes or models for the release of chronic serious juvenile offenders from secure confinement. It includes a review & discussion of the theoretical, research, & program literature collected; info. obtained from telephone interviews with directors of both public- & private-sector aftercare programs; info. obtained from a mail survey asking State officials for program recommendations; & observations from site visits.
