Basically, biotechnologists think it's a good idea to scatter man-made organisms around, and ecologists don't, but they don't talk to each other about it very often, especially on an international level. So the scientific committees on problems of the environment (SCOPE) and on genetic experimentation (COGENE) of the International Council of Scientific Unions called a meeting in Bellagio, Italy (date not given) at which scientists from molecular biology, population genetics, and ecology presented the scientific background necessary to produce a statement on the potential benefits and hazards, and then produced the statement. Here the statement is followed by the 15 papers on which it was based. The conclusion is that any regulation should protect the environment without discouraging innovation. Annotation c.
