Dr. Joyce Starr is the award-winning author of fifteen books and a popular radio talk show host. A former assistant to President Jimmy Carter, Dr. Starr undertook the first White House Study Mission on Middle East Economic Cooperation following the Camp David Accords. She also served as White House liaison to Ambassador Arthur Goldberg on the Helsinki Rights Accords, working to secure the release of Soviet dissident, Anatoly Sharansky, and human rights activists worldwide.
An expert on the Middle East conflict, the author established the Near East Program of the prestigious Center for Strategic and International Studies (CSIS) in Washington, D.C., opening offices in both Tel Aviv and Cairo. She was appointed to the US Government Task Force on the Reconstruction of Lebanon during the Reagan Administration.
She also designed think tank programs for leading Israeli universities. Dr. Starr founded/directed Corporate Partners for the Environment at the Porter School of Environmental Studies of Tel Aviv University, directed a series of conferences on Israel’s water crisis for the Interdisciplinary Center Herzliya and designed a strategic, anti-terrorism institute for Netanya College.

Dr. Starr received a MacArthur Grant to educate Congress about Middle East water shortages, organized and co-chaired the first African Water Summit with UN Secretary General Boutros Ghali and planned the first Middle East Water Summit with Turkey’s President, Turgut Ozal.
