Overview

Despite the promise of the new "Second Republic" launched in the early 1990s, Italy remains Europe’s least well-governed country. Fifteen years ago, politicians on the take and mafiosi on the make were supposedly pushed aside by a new generation of reformers and crusading magistrates. However, in this new book a team of leading experts on Italy uncovers little real progress. Badly needed reforms have foundered on bickering between the parties and their ego-centric leaders. Both left and right-wing coalitions have been guilty of impeding the anti-corruption revolution. Little has been done to improve the quality of public expenditure: infrastructure and education systems remain shambolic, and decades of periodic devaluation and deficit spending have left the economy structurally weakened. Italy’s politicians are not just masters of trasformismo (an ability to reinvent and present themselves anew to voters), but of stratificazione, or "layering", the introduction of new policies and institutions without replacing those that preceded them. The result is a damaging mix of obsolete and contradictory legislation, the product of bargaining over reform by chronically weak governments in a veto-ridden polity. The outcome – immobilismo – is a system in which all parties, and democratic government itself, are steadily losing legitimacy.

This book was published as a special issue of West European Politics.

Loving nodded, returning the peck before standing up. He grabbed a blanket fro the other couch, draping it over Feliciano and then heading to the kitchen, "What kind of soup do you want?" ((Feliciano and Lovino have it bad. I know this now. My freaking curl gets stuck on everything. Who should I send my picture to btw?))

Lovino frowned slightly, leaning back to meet his eyes with Feliciano's, "I would never be mad at you for being sick... I'm just worried..." He explained, pecking the other's lips gently, "I love you so much. I am never really angry with you, okay? You have nothing to worry about."

Lovino's arms wrapped back around Feliciano, pulling him closer to his chest, "Shh... It's okay... Why were you being so distant? Did I do something wrong?"

Lovino frowned , slowly and gently releasing Feliciano's waist and wiping off some tears, "Feli...? What's wrong, caro?" He murmured, brushing back some of the other's hair in hopes to be of some comfort.

Lovino wasn't angry... He was just upset that Feliciano wasn't letting him help. He sat down next to the sick AND NOW CRYING Italian, quickly circling his waist with his arms to ensure there was no escape, "Shush... Don't cry... Why don't you have any blankets over here? No wonder you're sick..."

Lovino only got closer, refusing to just let Feliciano deal with this all alone, "Where the hell are you going to hide? Just let me to take care of you, okay?" He demanded, making sure he was guarding all exits from the spot Feliciano was in.

Lovino's eyes narrowed, hearing the cough as well as everything else, "Don't tell me what to do. Are you sick?" He questioned, already standing up to go to Feliciano's side since he needed to put his first statement into action, "Don't lie either."

Lovino slowly felt the couch for Feliciano, finally frowning and raising his head along with his droopy, bed-headed curl, "Feliciano...? ... What the **** are you doing over there?!" He grumpily sat straighter in his seat, pouting a little.

Lovino laid nice and snug in his blanket even though Feliciano left; he kept entirely warm in the chilly house without the now not-so-tiny Italian. After a few hours (with the absence of a Feliciano), his eyes fluttered open and were quickly closed again with a groan. Huh. The couch seemed more... Roomy.

"I know. Now, change that and go to sleep." He replied, getting comfortable next to her since he really, really didn't want to get up and... do things while she was asleep. Things are the worst. To avoid doing things it is best to grab a Italian or a Californian (we like sleepy cuddles too) and take a nap. Naps will prevent all the things from being done, and you will be much happier knowing you didn't do the thingy things. ((O.O *is so going to hide her make up now* and natural blushes look weird especially when I have a fever since it makes it look 10x more serious than it is so I can't hide my sickness))

They wouldn't have the chance to tease us for long since if they said anything bad I would take out my pepper spray and just dare them to say anything more. I don't stand for teasing /especially/ if they're teasing you. I'd, like, kill them. I'm entirely positive that I'm bisexual since I've caught myself multiple times showing all my lesbian tendencies and its so freaking obvious now it hurts. My friends don't know yet since they're always saying how they "wish they had a gay friend" and I just sit their all awkwardly. I'll just stay in the closet. It's safe in here.
