Are you effective in teams? Do you know and practice the art of the question? This 18-page paper integrates current theories on teams with practical approaches and techniques for leading a team through its life cycle. The paper uses the Tuckman forming, storming, norming, performing, and adjourning model to cover essential behaviors. The focus is on facilitative leadership and builds on the lateral leadership model popularized in their book, Lateral Leadership, by Roger Fisher (of Harvard Negotiation Project fame) and his co-author Alan Sharp. While the paper is oriented around procurement/sourcing teams in a public procurement and contracting context, the teaming model applied here is applicable to any team. The paper includes guidance of brainstorming, effective use of questions, team decision-making, and facilitation. Meet the Author

Richard Pennington is story spotting for examples of effective project and performance management in government. Richard retired from the practice of law in 2010. He previously was the Colorado state procurement director and director of the Colorado Division of Finance and Procurement. He consults, writes, and teaches primarily on matters relevant to state and local government procurement. Richard is a certified purchasing manager (C.P.M.), certified public procurement official (CPPO) and teaches courses and webinars for NIGP: The Institute for Public Procurement. In 2005, he was selected as Manager of the Year by the Colorado State Managers Association for his development of a quality management system in his division. He writes for Government Procurement (GoPro) magazine and the National Contract Management Association's Contract Management magazine.
