Meet the Author

Richard Pennington is story spotting for examples of effective project and performance management in government. Richard retired from the practice of law in 2010. He previously was the Colorado state procurement director and director of the Colorado Division of Finance and Procurement. He consults, writes, and teaches primarily on matters relevant to state and local government procurement. Richard is a certified purchasing manager (C.P.M.), certified public procurement official (CPPO) and teaches courses and webinars for NIGP: The Institute for Public Procurement. In 2005, he was selected as Manager of the Year by the Colorado State Managers Association for his development of a quality management system in his division. He writes for Government Procurement (GoPro) magazine and the National Contract Management Association's Contract Management magazine.
