About the Editors Richard F. Kosobud is a well-respected, widely published economist currently teaching at the University of Illinois at Chicago. Since 1992, he has been the Director of the Market-Based Approaches to Environmental Policy workshop of which this book is a result. Jennifer M. Zimmerman is currently a two-year financial analyst in the Investment Research department of a major investment bank. She was Co-Director of the Market-Based Approaches to Environmental Policy workshop. A member of Phi Beta Kappa, Ms. Zimmerman received her B.A. from the University of Illinois at Chicago, graduating with University Honors and Highest Distinction in Economics.

A comprehensive volume of papers on regulatory innovations originally presented as seminars/discussions at a series of workshops (under the same title and supported by a grant from the John D. and Catherine MacArthur Foundation) held between 1992 and 1994 at the University of Illinois at Chicago which were convened and directed by the editors. The participants in the workshops and the papers presented in this manuscript represent the regulated, regulating, public interest and academic communities.
