Dr. James Oni is a distinguished technology and program leadership executive with over 20 years of experience managing mission-critical initiatives across defence, intelligence, oil & gas, telecommunications, and the public sector. A Chartered Engineer and certified Project Management Professional, Dr. Oni is known for delivering high-impact programs in highly regulated environments, including national security and classified domains.
Throughout his career, Dr. Oni has successfully led multi-million to billion-dollar digital transformation portfolios for federal agencies such as the Department of National Defence (DND), CSIS, RCMP, Health Canada, Global Affairs Canada, and others. His expertise spans cybersecurity modernisation, enterprise architecture, organisational change management, and the governance of emerging technologies such as artificial intelligence (AI) and machine learning (ML).
Dr. Oni is a thought leader in AI ethics, AI assurance, post-quantum cryptography, and secure-by-design system architecture—especially as they relate to defense, national resilience, and cross-jurisdictional digital governance. He has authored multiple professional guides, including Cybersecurity and Technological Advancements in the Public Sector, Get Your PRINCE2 Certification in One Attempt, and The Art of Project Management in the Public Sector.
He holds a Ph.D. in Information Technology, a Master’s in Digital Communication, and an Executive MBA. He is also PROSCI-certified in Change Management, with additional specialisations in SAP Project Management and Oracle Primavera.
