Napoleon the Little is a pamphlet that was written by Victor Hugo in 1852. It is a criticism of the rule and politics of Napoleon III, who was the first president of France, and ruled from 1848 to 1852. In 1851, he had established an anti-parliamentary constitution, which led Hugo to call him a traitor to France.
