Not that rappers Evidence and Rakaa ever have to coast on their productions, but the strength of Dilated Peoples since their debut has been the beats, not the rhymes. When the productions of the Alchemist or Babu or Evidence are flying, records like "Work the Angles" or The Platform have followed suit -- and allowed the group to grow steadily as lyricists. But just as DP have crested as a strong group of community-minded artists, the productions have fallen off. But just as DP have crested as a strong group of community-minded artists, the productions have fallen off. Most of the blame for the average sound of Neighborhood Watch goes to the previously invincible Alchemist, whose productions are front-loaded on the record. His beats aren't rugged or hooky, just very bland, even on the trailer single and opener, "Marathon," driven by a sharp but played-out bassline. Only Evidence's "Who's Who" and Babu's posse track, "Closed Session" featuring Defari, Phil da Agony, and Planet Asia, reach the level of past Dilated Peoples tracks. On the lyrical side, the trio continues to improve, using the title track to explore how life in an active neighborhood can cycle between vigilance and paranoia, and outlining on "Poisonous" featuring Devin the Dude the perils of a girl with complications. Producer of the moment Kanye West stops by for the player-life exposé "This Way," and true to form, a weak production sinks the solid rapping.

    This IS Dilate Peoples BEST Album!!!

    Dilated has done it again... and they have done it well!!! My personal favorites are "Who's Who" and "This Way". My most favorite is "This Way" of course and the one thing that makes it even greater is that Kanye is in it. This is one supurb album.

    The Expansion team does it again!

    "It´s LA´s finest - Dilated Peoples" back with their 3rd highly anticipated album. And they stay true to their formula of banging beats combined with intelligent concious lyrics and top-notch scratching. They team up with fellow West Coast rappers Defari, Planet Asia and Phil the Agony for a `Closed Session´, feature singer/rapper Devin the Dude out of Houston on the hook of `Poisonous´ and recruited renowned producers such as extended family members Alchemist and Joey Chavez, Kanye West (who also contributes a verse to the first single `This Way´), Nucleus and Rob "Reef" Tewlow (who´ve shaped the sounds of such artists as Defari, Mobb Deep, Jay-Z, Swollen Members and 50 Cent to name just a few) to handle production alongside Evidence and DJ Babu. This alone guarantees a broad range of different sounds and so the album includes everything from street anthems to laid back songs and Live-show sure shots. Evidenca, Rakaa Iricience & DJ Babu continue to pay their dues by giving respect to artists that influenced them. Iriscience follows the footprints of KRS ONE on `Big Business´ and offers yet another glimpse at the Los Angeles Hip Hop culture in the furious `World on Wheels´ while Babu pays homage to Gang Starr´s DJ Premier and shows the world what a true turntablist is capable of on `DJ Babu in Deep Concentration´. Even Evidence has one of his stronger lyrical moments when he takes a stand and spits `Caffeine´. In the end Dilated Peoples have succeeded in displaying attitude and staying true to their game while blessing us with a sound that is both similar to but different from their previous albums. If you liked The Platform and Expansion team you will enjoy this, too. Already one of the best albums of 2004.

    HIp-Hop Album Of The Year

    Neighborhood Watch by Dilated Peoples has got to be the best hip-hop album of the year. their lyrics and tunes are very original unlike more mainstream rappers who just seem to rap about cars, money and women, Neighborhood Watch is more about the modern world and problems affecting it such as politics. if you buy this album i gurantee that you will not be diasspointed, it is an album packed with great music which you will want to listen to over and over again. my favourite songs on this album are This Way(which features kanye west), Marathon and Caffeine.

    !!!Still Down With Dilated!!!

    Dilated is back again with the hotness! Neighborhood Watch is Dilated Peoples third ablum following the underground, critically acclaimed, The Platform and Explansion Team. Evidence, Raka and DJ Babu have done it again. With production from the Alchemist, Kanye West And DP themsselves the tracks get better and better with each album dropped. They are one of the only "underground groups" to go have the capability to have pop appeal without changing their style. You can't call yourself a true hip hop fan without buying this one!

    Dilated Peoples doin it again

    This album is dope from the first track to the last. Dilated Peoples have that REAL hip hop sound since they started. The Platform, Expansion Team and now Neighborhood Watch are money well spent. Dilated Peoples are for true hip hop heads and you will not be disappointed.
