The problem is that transmission control protocol (TCP) and Internet protocol (IP), which support the most popular Internet applications, were not developed for real-time data applications and has no quality- of-service guarantees for running in that mode; the asynchronous transfer mode (ATM), which does have those features, is very expensive, so many networks run it only as a lower layer technology at the core, with TCP/IP at the edge.
