The book argues that there is a need for greater sensitivity about population change in policy-making and service provision and suggests ways of achieving this goal. It shows how population problems are only one part of a complex of factors associated with development; that population policies cannot be focused solely on demographic factors; and effective family planning must persuade individuals through education in the advantages and means of control.
