Desde o princípio da colonização, durante o processo de substituição de importações, ou mesmo a partir da segunda guerra mundial a agricultura sempre foi responsável por garantir divisas e alimentos baratos para o setor industrial que se estruturava, sob o apoio e proteção do estado. O objetivo central desse trabalho é avaliar em que medida esse processo teve os efeitos esperados, comparando as políticas de apoio ao crescimento dos setores envolvidos no comércio internacional adotadas pelo Brasil e por outros países do mundo, e ainda avaliar a questão da política comercial nesse processo. O que salta aos olhos é o fato de países considerados ricos destinarem vultuosas somas em apoio (em investimento e proteção) à agricultura, dados os seus efeitos distributivos sobre suas economia, enquanto o Brasil destina um esforço muito maior (e penoso) à indústria, concentradora de renda (regional e individualmente) e sem a devida resposta em termos de inserção no mercado internacional, além da pífia atuação da política comercial brasileira na garantia de mercados para ambos os setores.
