NANCY TRAVIS WOLFE is Professor at the College of Criminal Justice, University of South Carolina. She has lived in East Germany for many months during each of the last six years and has researched this subject intensively. She is the author of many articles in professional jourbanals on criminal justice in Germany, socialist justice, corrections, and the preventive functions of courts.
